Plan Your Pavement Work Season and Make Better Weather Calls

Plan from local conditions, selected-product requirements and actual job records. Use a forecast to prepare, then check the site and document the go, hold or postpone decision without applying one weather rule to every service.

Before you start

  • Local site/customer closure information and current product documents.
  • A current official forecast and suitable on-site measuring equipment.
  • Your booked jobs, crew capacity, bills and expected receipt dates.

What you will finish with

  • A product-weather criteria register and dated job-day decision.
  • A seasonal capacity and cash plan with entered assumptions.
  • A clear weather-delay message and season-review record.

Source note: sources below were checked as of October 11, 2026. Product revisions, local rules and your written quotes control the actual job. Unknown costs stay blank.

Plan for the local season, not a national calendar.

NOAA climate normals describe local historical conditions; the current forecast and actual site describe a different question. Neither supplies an automatic count of safe or usable workdays.

Climate history and current conditions

Choose a relevant local station/history for planning and keep its source. Compare with your own work records and check current alerts before scheduling a specific job.

Product availability and customer closure windows

Confirm supplier stock, storage requirements and customer access/closure dates. A suitable forecast does not make a product available or a tenant parking lot closable.

Service mix and off-season work

Plan each service separately because materials and tasks differ. Assess winter snow/brine work with its own equipment, training, contract and cash record instead of assuming it fills every gap.

Read the selected product's weather limits.

Create a row for the exact product/application and retain its technical data sheet revision. No universal temperature, cure period or humidity limit is inserted.

Air/surface temperature, moisture and humidity

Record whichever air, pavement, material, moisture and humidity criteria the current instructions require, with units and document location. Get manufacturer clarification for a missing or conflicting limit.

Forecast period, curing and reopening

Read conditions through application, cure and reopening, not only the crew's arrival time. Keep the required product/coat window and the customer's traffic restriction together.

Different products and coats require different decisions

Do not apply sealer limits to paint, sealant or Liquid Road. Separate coat areas and procedures when the selected specification gives different conditions.

Make and record the job-day call.

Assign a person to review the product criteria, forecast and site before authorizing the work. A forecast is decision support rather than a safety or curing guarantee.

Official warnings, forecast and radar

Save the location, issue time and relevant forecast/alerts from NWS. Check applicable storm/heat safety guidance separately from product application conditions.

On-site readings and surface condition

Record instruments, observation times and the actual air/surface/material readings needed by the selected product. Check wetness, shade, drainage and contamination at the work area.

Hold/postpone/customer communication

Record go, hold or postpone, the reason and next review time. Tell the customer what closure/schedule changes are needed without promising a new date the conditions cannot support.

Build a realistic schedule and cash plan.

Use your capacity inputs and obligation dates; no national season start, workable-day count or reserve percentage is supplied.

User-entered workable days, crew hours and job sizes

Enter planned days and hours from your local history/job records, then label the assumptions. Deduct loading, travel, setup and other real time before allocating production.

Rain delays, maintenance, rework and collection times

Run a shorter usable-season scenario and delayed-receipt scenario. Keep maintenance and corrections visible instead of booking every day as full production.

Payroll, inventory and winter obligations

Month closing cash = opening cash + receipts − actual bills. Include payroll, inventory, equipment payments and off-season costs even when no pavement job is completed.

Review the season using actual records.

Close the loop before changing next season's pricing or equipment plan.

Estimated versus workable days

Compare planned work windows with actual completed, held and lost days and their causes. Keep unsuitable product conditions separate from customer access or equipment failures.

Material waste and returns

Track ordered/used/leftover/rejected quantities and storage disposition. Check whether forecasting, mix records, ordering or application caused the difference.

Changes for the next season

Update capacity, supplier planning and customer communication using documented causes. Keep a date and owner for each change, then test it against the next jobs.

Optional Contractor Weather member path.

The public forecast links and planner above work without membership. Any member weather resource is an optional source of planning information, with its actual live catalog eligibility shown in the member-tools section.

Confirmed one-lot versus multi-job access

Use only the currently confirmed catalog plan wording alongside the member link. Do not infer an entitlement from a route name or public tool description.

Forecast support does not replace the contractor's decision

The contractor still checks product criteria, crew safety and conditions at the site. No app forecast automatically approves coating, striping, heating or a traffic closure.

Record one product and site weather decision

  1. Save product requirements

Record the exact product/application, current document revision and required weather/cure criteria.

  2. Save the forecast

Record the official source, issue time, location and relevant alerts.

  3. Check the site

Record required observations, instruments, readings, moisture and surface condition.

  4. Compare and resolve gaps

Compare the observations/window with the product and hazard plan and ask the manufacturer about unresolved limits.

  5. Record the decision

Name the responsible person, go/hold/postpone reason and next review time.

  6. Notify the customer

Record the revised closure/schedule message and keep the decision with the job packet.

Frequently asked questions

When does pavement maintenance season start in my area?

Use local climate history, actual conditions, the selected service/product and customer access. This guide gives no national opening date.

Can I use one temperature rule for every product?

No. Retain the current requirements for each product, application and coat; seek clarification where documents conflict.

How do I plan around rain and curing?

Check the required conditions through application, cure and reopening, and reserve the customer's closure window for that process.

What must I check at the actual site?

Record product-required readings and inspect moisture, shade, drainage, contamination, access and crew/weather hazards.

How do I notify a customer about postponement?

Give the reason, affected closure/work, next review time and the process for agreeing a revised date. Keep a copy with the job record.

How many workable days should I budget?

Enter a documented local assumption from your own records and test fewer days. Climate normals do not promise job-ready days.

How do I cover payroll and bills in the off-season?

Schedule actual bills and expected receipts month by month and identify the lowest cash balance. Adjust commitments or reserve cash using those obligations rather than an unsourced percentage.
